I too would like to see plans for one as well.  They never really show how it works in any of the movies.

A rack is something that you need to be careful with. As you are well aware of they were used not for fun but really for extreme pain before death. Each person has different bone structure as well as tendons. If you apply too much preassure you will seperat the joint. Never pull downward on a foot  attach to a ankle and pull straight from both the inside and outside.  A simple rack can be made from a platform I would suggest 2 x 4 and slats 1 x 3  about 8 feet long and 3 feet wide, at the ends place a 2 x 10 and secure with carriage bolts and metal brackets. You can also use for a bondage bench or stand up and use as that way as well tying the person to the slates. Now you have a few options, REMEMBER  SAFETY FIRST. The cargo straps that are used to secure loads on a semi are great come in different  sizes from about a 500 lb load to over 40,000 They begin from a inch to over 5 in width. You can use one on each limb or use one after secureing the wrist to one and ankles to another. Also  very effective is a small hand crank winch attached to either end. If you are carefull you can make a stock like wrist restraint but again be careful of the pull angle. I personally like a winch with webbing instead of cable. Also you can use a small block and tackle at each limb or at the head and foot. Any device you use have a means for a fast release like a knife or cutters handy. ALSO REMEMBER most winches and load straps require a slight tightening before relaseing them as the cog will need to fall from the stop. If the one being streached is complaining of pain already you may not beable to release in a normal way other than cutting. REMEMBER that your force is multiplied  many times as you ratchet them tight  and always watch the face for any signs of extreme pain. I do have a other ideas if any one is interested feel free to contact me

There's a couple ways you could increase the safety factor.  The best, I think, would be to incorporate a breakaway link into the system.  While you could spend a lot of time looking for a specialized commercial device, you could probably do just fine with a single link of unwelded light chain.  Excessive force will pull it apart.  You'll need to experiment a bit with different gauges and types of chain to determine breaking strengths.

BTW if you want some additional mental stress added you can use bungees on the ankles so that the upper body moves and the mental image of actually being stretched takes over the mind.

Racks of the horizontal type are easy a table with a 4 handled wheel for turning on a bar that passes through the end of the table, ropes passed through the bar will wind up on the bar as turned, it's the ratcheting that makes the hard part, handled easily with any manual wench machine. PLEASE PLEASE PLEASE do not try an electric wench, If OSHA knows they are not safe for rescuing folks it's a good hint that they are not so safe for this application.

But if you want ready made and really nice try this site He has a really nice one.

I agree Archer with you totally on the electric winch. The idea of the reel and the handles at the end is great but not everyone has access to wood working machines. I was trying to give some simple ideas for one that  has limitied access to tools. The other thing I did not mention and should have is always  pill on a straight plain dont try bending the back or limbs in ways they are not normally worling in. A few years back there was a photo going around of one that was set vertically and rounded and the back was pulled over backwards at a angel not  normal to the person, The spine is strong when in the right position but not when pulled in different ways. Remember safety especially if your new and experimenting for the first time.
