Does that mean relocating across abroad? Or most people on CM mean to relocate from a city, province or state (US) to another?

Since there is no specification unless listed in a profile. Just ask them?

Seems to be the logical thing to do.

Depending on the situation it could mean country to country, state to state, town to town or only from one house within the same town to another house. I would think asking is the only way to know for sure.

for some people on CM i have a weird notion that any relocation might need to be from their galaxy to ours 

and, from my point of view, it would just be a general statement that you aren't firmly fixed to your current situation and there is a degree of flexibility in whatever future plans you might make..

It could mean any of the above.
I put that on my profile because I would be willing to spend some time at a prospective sub's place and she could spend time at mine.
I'm "retired" and free to travel anywhere in the country.

You might live in a crap place but believe me there are always crapper places out there and you would need one hell of a partner to compensate for living in a 'dead in a live hole.' Having once thought I might end up in Fresno and having since visited it, I found there was less life there than the middle of nowhere in England. Relocation now means to me, I'm in Amsterdam and I'm going nowhere except to visit.
