Actually pet play can simply range from someone who likes the gear or the idea, who may not put much acting as an animal into it, to someone who fully takes on the personality of being an animal, be they a cow, horse, pig, dog, cat. Said person can be a temporary pet to even a full time animal, one hundred percent in how they eat, how they sleep, how they behave etc. Usually they are a domestic animal, ie: an animal who is tamable and trainable, something that belongs to a human Master.
Pet play is usually a very open form of play with a lot of relaxation as opposed to more defined Master/ slave rules. After all, you are taking care of not a human, but an animal who will occassionally slip up and disobey. I haven't heard of a Master punish his pet severely, however I would not be surprised in sadistic circles if this doesn't happen. I know in my eyes, I could not punish my puppy or kitty severely.
So what goes into acting like an animal? Basically how pet play happens and what goes on, will most likely be directed by the Dominant, unless the submissive has already had the urges and behaviours of an animal instilled in them. Ex: Feline. I sniff things, snarl and hiss, bite and scratch, usually scratch first, bat at anything string like dangled and waved over my head including floggers. This makes for interesting whip play. These are acts that come second nature to me. I have always done them. For many animal play types, they have always had a deep seated desire to be a dog, or be a cat, and so took on their behaviors and mindset at an early-ish age. (Look into Theriantrophy and Furry, they are slightly related to pet play and pet play tends to be somewhat popular among the subcultures)
Otherwise, observe the animal you wish to be, or you wish your sub to be. Watch them closely and figure out how much of that you want to instill in your or his/herself. How will you mould them? How would you punish them for wrong doings? Watch how pets are usually treated. Do you want a show pony? Look into pony shows and cart pulling. There is a lot of information out there for pony play specifically and quite a bit for puppy play. Pony play is usually more structured than puppy play, and may include the use of a pony groom (he makes the pony pretty and tends to her well being and may help in training her), a trainer who may also be the Master, and the Master himself. However, it doesn't have to be. Pony play can also be an act done with a team: a group of friends who also have ponies. There are human puppy and pony shows out there, usually tied into different Leather lifestyle events. These can and often do include contests, similar to real dog and pony shows.
Pet play usually is more mental than physical. After all pet gear is limited. You are lucky if you can find anything costume like for cats and rabbits. Good luck finding anything out of the ordinary like dragon or wolf unless you go to a fursuit designer. More fursuit designers are designing for the purpose of BDSM play, but they are usually booked and overwhelmed, especially when most of their commissions are coming from the furry community, and many fursuiters I know want their new suits by the next con they are going to if possible. Pet play gear is also incredibly Expensive, unless you make it yourself. Collarchat has had a few good sites on how to make it, and I can pull up some pony sites from the ponyOATS yahoo group I am part of.
Don't forget there are Dominant animals too. Usually the Dominant dog is the most common. And, coming from the furry community, I am a Dominant Sabretooth. Games to play might be something akin to Alpha of the pack, or top dog when mating and such.
Dominant animal gear is really hard to find. You might have to make it yourself.
Ultimately though, pet play is what you and your Dom make of it, when you make it, and how you make it. Have fun.
