What is a house collar? I've seen a reference to what it is on Wikipedia but that's it.

In this case, that is commendable. For most, it represents the fact that the slave has committed to/under protection of  that particular House. Remember that there may be more than just a couple, involved in the House. So, it may not be just the Master or Mistress.

For my group.. the House collar is the symbol of ownership by the group ( politically correct... "a member" ) so when we are at munches we are identified by our collars or tags

We have a training collar.  When training is complete, We (the household) own him/her.  They receive a house collar.  On occasion, the slave 'bonds' more with one over the other and accepts a personal collar from that one Dom.  When We/we are out in public, he/she wears the house collar.  All have locks and all keys are kept, of course, by Us.

Each Person has their own interpretation for what works for Their households ... I look foward to seeing all of them.

For our Fem Dom organization, a house collar was a collar that someone, usually a new single submissive, could wear to show that they were under the protection of the group's leadership for the evening. We had specific guidelines for such people. For example, if a person was in a house collar, they could not be touched...casually or not. You could also not ask them directly to play, you had to go through their protector (a leader in the organization) in order to do such. It was set up to put very new people, who were nervous, at ease and to ensure that, if they did play, there was proper negotiation.
