I have started to wax all the hair in my pubic region as of the last 2 months and find it works extremeley well. however i do get quite a few ingrown hairs when the hair does start to come back. is there anything i can do to avoid this? by quite a few i mean maybe 10-15 before all of it grows back to a length so  i can weax it again. is there annything i can do to reduce the number of ingrowns?

I find that a good brisk rubdown of the area with a coarse towel every day after showering drastically reduces the amount of ingrown hairs. Hairs ingrow when they are quite short and toweling them seems to stop allowing them to turn in and take root. I almost never get an ingrown hair anymore.

Sloughing the skin regularly is really the best way.  And there are various creams and such you can try.  But sometimes people just get them because they are prone to them, from genetics or whatever.

Exfoliation is indeed your friend. I get ingrown hairs too, when I wax...not fun. In my opinion, it's best to wait a few days after you wax to exfoliate, though, or else you can get a pretty uncomfortable irritation. Your skin needs time to recuperate, generally, and can be more sensitive immediately after waxing.
The other thing you can try is getting a cleanser with a mild salicylic acid content. You can generally find them in the face-wash area of your drugstore or whatever- and they are typically anti-acne washes. I would recommend finding one that has a low percentage of salicylic acid (they are generally marketed for sensitive skin). Using that may be helpful to you as well- salicylic acid helps slough off dead skin cells, and thus is used to help prevent oil and dirt from getting trapped in pores and causing acne. It also has antiseptic qualities to prevent infections, which is good. Of course, you don't want to get it in uncomfortable spots, much like soap. I'd recommend using it with a washcloth to help even further with exfoliation.

I have everything from the eyebrows down waxed...I know the ingrowns can be a pain.

Get some exfoliating gloves for using in the shower.  Start using it daily.  Not only does it get rid of the dead skin cells, it helps circulation, pull out ingrowns, prevent others and it feels kinda good.
The day of your waxing, give yourself a good scrub down with the gloves and regular soap. don't use any soap with moisturizer, etc. or any body lotion/baby lotion afterwards.

Also - there is this stuff called PFBVanish.  Use it two days prior and two days after your waxing.  Works great.

You'll find that good prep and aftercare will make the waxing much easier and bump free.
