I am not sure subfever, UtopianRanger might be correct about the treaty, but my understanding of Canada's general policy regarding extradition is that whatever criminal act the person committed in the home country must also be a crime in Canada. For example, in Canada, the age of sexual consent is much lower than in most states, so somebody charged with statuatory rape in a state where the age of consent is 21, would not be extradited from Canada on that charge, unless the stauatorily raped person was also underage in Canada. Given that general policy, I would hazard a guess that since we have no draft law in Canada, breaking the US draft law would not be considered extraditable in Canada, however, I would do some serious looking into it before sending your boy North.
