Let's take a look at Saddams verdict and see how it effects the locals. Between the Suni and the Sheite, half want him dead and have want him to stay alive. Politically, the court comprimises. He's sentenced the death penalty but the gets nine appeal trials which have no time limit. So people are happy that he's sentenced and others are happy that he's going to around for a long time. However, as each appeal trial fails, one side will become pissed off each time he continues to be found guilty causing political chaos. But for now, there happens to be a medium in which current judges are going "It's not my problem anymore. Someone else can handle Saddam in the future."
