It has to do with import/export taxes, I believe.

B'day party at 1:00 pm with live band, playing ballroom tunes.  83 people showed up!

Fine, fine dinner for just two at 5:00 pm.  Shrimp scampi as appetizer, entree was pheasant breast in a cream, orange and sage sauce, garlic mashed potatoes, sauteed fresh asparagus.  Dessert of french toast, mango ice-cream with chocolate-strawberry sauce over all.  Note!  NO green cake for this man!  59 in a row was quite enough, thank you!  And that means today is my big 60.

You might have just heard it, but the ruling has been in place since the late 1800s !!!
