Really, that's an incorrect assumption. Proper corsets are measured and fitted by natural waist measurement and the reduction on the waist. In fact, you don't even have to have your breasts IN the corset, as an underbust style, paired with a matching or contrasting bra has a beautiful focal effect. But, if you're fixated on an overbust style, within each garment maker, there are patterns that are more friendly towards a top-heavy (as well as bottom heavy) figure, and a good corsettier will be able to work with you to determine what would work best with your individual measurements. I'd recommend Versatile Fashions, Dark Garden or Meschantes for what you're looking for. Providing your measurements by their measuring guide is essential to a proper fit. And be sure to have someone else measure you -- they are almost always inaccurate if you yourself contort to take the measurements!
