The way they do it here, the boxes of grapes are packed by the growers and all the supermarket does is wheel out those original boxes from the cool room, remove the lids and place them on the stands.  Your suggestion would make it far more labour intensive and undoubtedly dearer at the checkout.
 
Screaming kids would test anyone's resolve, esp in public.  Hell, even I'd shove a "free" grape in their mouth if it shut them up.... lol

Yeah, I try in order to buy not because I'm really cheap. I'm frugal in that I only want to buy what I will actually eat. I am very serious when it comes to veggies and fruit.

My mother is shamelessly notorious for such actions,  grapes...and cherries as well.  She's been informed that she is  not allowed to do this when we are at the store together.  She just doesn't see it as stealing....

As for myself, if i am really hungry or thirsty, i will open something up thats pre packaged and already weighed,  and priced at the deli, or open a beverage, but always scan the item thats half consumed.
