What an interesting idea! Does the plug ejaculate inward or outward? You should select your fake semen recipe based on how you want to use it. Karo corn syrup blended with a little heavy cream works well for a wet look on skin--I think the ratio is three parts Karo to one part cream--and it's easy and tastes good.
However, you may not want it to taste okay, and you may not want to use a sugar-heavy recipe. Instead, simmer one cup of water and two tbsp of cornstarch or other fine flour for a few minutes. Transfer the contents to another bowl and immerse the bottom of that bowl in cold water so it will cool more quickly. Once the sauce is at room temperature, stir in the white of one egg (if you intend to consume this, please use organic or at least not-scary eggs) and a tablespoon of sour cream or Greek yogurt. Whisk until smooth, and you're done!
