Far and away, the best sites for all things geek are http://www.majorgeeks.com and http://www.theeldergeek.com/ (their forums are particularly helpful.)

The only effective start up 'optimizer' is actually Microsoft's BootVis, a small, freeware utility.  Beyond that, the only good way to improve startup speeds, is to learn what you need (and don't) to start up, and use this small utility to make sure you're only loading programs that you actually need.

Back your system up regularly, and make sure you have a good anti-virus.

#1 Store EVERYTHING you care about in My Documents or a subdirectory therein.

#2 Every week or so, copy My Documents to a USB drive. ( $25.00 )

#3 Locate OEM System Reload/Restore disks, and the disks for all your applications.

#4 When the shit hits the fan, reload windows, install applications and restore your document backup.

It's often LESS time consuming to nuke the machine and start over. Your mileage WILL Vary, but hey, if you're not ready for this little 4 step dance, you're not ready to LOSE YOUR HARDDRIVE are you?

And that's pretty damn common.

Very Good suggestions but the two links, the first  tells what needs to start with windows from your msconfig startup list (start, run, "msconfig" ok or enter, startup) and registry and how to turn off things correctly that are starting with windows. I believe there is a forum there as well. The second tells what is running and what your critical settings are set to and how your system compares to those in it's data base and makes suggestions and even has free auto fixes, settings , buffer, hardware and software suggestions. I believe there is a forum there as well. I use majorgeeks and other forums all the time if I can't find help at those two links. I  will look at theeldergeek now.

One other thing most do not know, and it causes most to get well ripped off, even a tower computer has a battery, a laptop has two. In both cases the "odd" battery is the CMOS battery, for a tower might be $5.00 at CVS and looks like a quarter and you can put it in yourself. A laptop may cost a bit more and look like a bunch of button batteries in a row wrapped in plastic with a pair of wires and a plug on the end.  Both will make your clock lose it's time and date often and when really bad your computer might not know it even has a hard drive and not work at all, this is when you get ripped off. You take it to a shop, they put in a $5.00-$25.00 battery and keep it a few days and charge you an easy $100.00+ for fixing it, you can do it yourself for the cost of the battery and a bit of light easy work.
