To me, your response seems to be driven by prejudice, and is one not as much intended to respond to the OP but to criticize the OP's country. I don't agree with the spirit of your post.
I also don't agree with your use of the word justifiably and am puzzled by its use for I think it conflicts with the criticism you attempt to deliver.
I do not know enough about Amman to know how much a claim to equality would create problems for a woman. I expect that like many other places, there is a spectrum of views and urban areas and educated segments of the population will think differently than rural and uneducated populace. I think it helps relatively that the OP lives in the capital and not a small town or a village.
I think that even in countries with strong male domination, gender related status is secondary to status due to socioeconomic reasons. I expect there are women who exercise power everywhere.
I think an interest in BDSM is distributed across population all over the world. What differs is how easy or difficult it is to pursue those interests. Indeed societies that are sexually conservative or repressive make such a pursuit difficult, near impossible.
To the OP: I think relocation is indeed an option that would better the odds. Without that, I would suggest what I would ordinarily for seemingly vanilla circumstances. You might find online communities based in your country that have more liberal thought. You might look for personalities that seem more open to the role (confident, non-conventional) and test the waters. The water can be tested by humorous references to power exchange aspects, or by references to books or films that have femdom overtones. Another way a femdom relationship is known to occur is when a woman does not actively pursue dominance but has enough potential for interest that she is willing to do it for a partner.
