Licensing of BDSM resorts

In most developed nations in the world, Brothels, naturist resorts, striptease clubs are licensed. I wonder why our legislators are loathe to license BDSM, resorts since many of them must be involved in BDSM practices away from their political careers. Do bloggers think that BDSM resorts or smaller establishments should be licensed? Any opinions be they for or against would be welcome.
