Honestly, it varies from person to person. For some "public" is kink public...for others, it's everyday public. Humiliation runs the gambit from being forced to wear stuff to being verbally humiliated. Your best bet is to talk to the person in question and have them define if for you.

I know if I was to be publicly humiliated I would like it to be everyday public (though preferably people that I don't actually see every day). I'd also like it to be nonpersonal; something that would humiliate anyone, not specific to me. I find tolerating that kind of attention to be rather liberating.
