Pick up a single sized waterbed mattress for the bag to put person inside of.
You will need to get a breathing tube of some sort to put thru the top surface and experimentation will be needed to find what method will work best for you in sealing the bottom of the bag. If you are handy you may be able to install a large zipper and an overlapping panel to keep the air from escaping from the opening.
Lots of luck with it.

I find that if you have one of those Food Savers, that vacume seal the food into bags, that it's great for sealing up almost any plastic. :) You could seal the plastic up that way.

Also, duct tape will seal the ends nicely.

A friend of mine has a vac bed that he made. He used 3/4 or 1 inch PVC pipe with holes drilled along it for the frame. It sits inside of a waterbed mattress and the fill plug is perfect for a breathing hole. He cut one side of the mattress open and uses four or five plastic spring clamps to hold it closed. Finally, he has a length of flexible hose that attaches to the frame and hooks the other end to a shop vac. It is able to run for longer periods of time than the old household vacuum that he used to use. I think he's into the bed about 100 bucks.
