Typically not, though it might be wise to make an anonymous phone call asking about it first, or check the Web for animal regulations in your county. The agency has no good way of knowing when you got this particular animal, nor the budget for keeping track of such things, so as far as they would know you are simply registering a new pet with the same name. Which is what you can always say if there are issues. This is a brand new adoptee dog that you are just now taking in, a rescued stray perhaps, and as a conscientious citizen you are doing everything you can right now to make him nice and legal. I'd expect you could simply tell the truth in most counties about the dog not being in your direct care for the last number of years, but I'd hate to tell you that in case your county has really weird and atypical laws.
