Every person in this lifestyle is going to have a different opinion on this based upon whether you are Dominant, or submissive or slave, or monoamorous or polyamorous, yet, in each case almost everyone of you is going to have an opinion as to when your partner can cross that line.
Can they cross the line during scening when sex is not involved? Or is sex permitted as long as it is a scene? Or is it that you must be present for any sex to be present? Or is it that sex is never permitted with anyone except you or one of your fellows chain siblings, or is your Dominant free to have sex with anyone at anytime as long as there is no love involved, or can they fall in love with anyone, or is it possible that in your mind your Dominant can never cheat.
What about the submissive? Is she allowed to scent with another Dominant without permission? Or only with permission? Is sex allowed? Is sex never allowed? Or are certain sexual acts allowed while others are forbidden? Or is there something else entirely that you consider cheating that is prohibited?

What is your view on cheating, is it possible for your Dominant or submissive/slave to cheat and why or why not?

it is not possible for my Master to cheat on me. He owns me...not the other way around. therefore he has no obligations to me and he does not have to answer to me for anything. it is of course possible for me to cheat on my Master. "cheating" would be defined as any involvement with another person, whether platonic, sexual, or romantic, without my Master's prior consent, knowledge, and encouragement. the penalty for such a thing would most likely be release, tho not before he gave me the beating of life.

I define "cheating" in any type of relationship as betrayal;  betrayal comes in many forms.
I think when a person in a relationship has to resort to lying or hiding something, it confirms that a "cheat" or a "betrayal" has taken place.

I am for the most part a monogomite...I think I just made that up.  I normally(single at the moment) only have one sexual partner to which I am whole heartedly devoted.  And I think that needs to be mutual.  With that said there are times when myself or my past subs have wanted to have sessions with others.  I have no issues with this.  But I do put the limit on intercourse as part of the session...call me an old fashion deviant.  I have sessions with other subs and don't have sex with them and expect the same courtesy.  Now that brings the issue of multiple subs...I don't think having sex with one sub is cheating on the other or the subs having sex is cheating on me.  It all goes back to that mutual understanding between the three, or however many.  Well that's the way I see it.  Everyone else is free to do things however they want.

I am in no way disagreeing with you... but let me toss in and play Devil's Advocate. An unusual circumstance.
A relationship where both parties agree it is over, but due to the physical health and mental health of one, as well as financial reasons they cannot separate yet. So they still share the same residence.
The other party, to protect the mental status of the mentally ill one keeps their personally life hidden from the mentally ill one, technically, the relationship is over, and they both agree it is, except for legally, is this considered cheating?

Hmmm...well...You say that they've both agreed that its over.  I think in a situation where both parties have more or less given consent to 'release' the other from their original vows, it's not really cheating . 
There are lots of reasons why we hide or conceal certain things from certain people.  But to me, the 'hiding' or 'lying'  only becomes cheating if the parties are in a committed relationship to begin with.  I mean, this is just my defining point of "cheating".  I sort of realized this when I was married and recalled after it was over how many times each of us either lied or hid something from the other.  All of those were "cheats" in my book.  We are now divorced, therefore, anything I conceal from him now is not cheating.  In the case of the couple that you speak of, in my point of view, there is no cheating going on, since we do not owe explanations to those with whom we are not mutually commited to.

Both parties acknowledge it's over and if it's over, it's over. Just because the same residence is shared, doesn't mean the same life path is shared. Roommates aren't obligated to ask permission or share information, so, no cheating in my book.

I am an owned slave, but if my Master did sexual things with someone else, it would be cheating.  When we first got together, we agreed before the collar went on that he would be faithful to me, and I to him.  I think that some people consider different things cheating, but to me its anything that he has to lie about (be it actual sex or not). 

In my last relationship, we lived together but we weren't a couple anymore.  When I was with someone else, since we were not commited, it wasn't cheating.  If both people agree its over, I can't see what the complaint would be about.
