I don't know exactly what your problem might be, but, 2x3 what's? I can't believe your photo is 2x3 pixels. What the computer cares about is pixels, not physical dimension. If your photo is very small in pixel-count, and the system here tries to make it larger to fit a window, it will look blocky. If it's large in pixel count, possibly the admin is de-rezzing it to make it take less bandwidth. Try scanning a picture that's say, 100 pixels across- see how that works.
