Actually I think your idea would be the best all around. Your right, imo, the government should have no right to define what is or is not a legtimate relationship.
The problem comes when the government is forced to define a relationship to give certain benefit..like taxes, etc.
If "A" is allowed to have certain benefits and breaks and legal rights, then there must be a defininition of "A".
