I really don't think that any type of "worker program" is really neccessary. The last time I checked there is no "shortage" of high school dropouts! They're everywhere here! It's a myth that there is a "labor shortage" There may be an " illegal alien slave labor shortage." I guarantee you that if you take out an ad in the paper for laborers that pays $20 per hour with full benefits you'll have no problem getting all the help you want. And that's on the low side these days for construction laborers. If we were to have a "worker program" first of all I wouldn't let Mexico or Central or S. American countries participate in it. Almost all of our illegal alien problem is because of them. You'd just be rewarding lawlessness. Our govt should be having less dealings with them not more. That Mexican border needs to be shut down tighter than a gnat's ass. It really needs to be totally closed. That'd be good duty for our Troops returning from Iraq! Put some nice plush Army/ Marine bases down there with swimming pools, VERY nice housing, all kinds of recreation facilities, cheap beer prices and concubines like the French Foreign Legion has. They earned it! And I don't think companies would want anything to do with any program I'd be in favor of. First they'd have to pay the *prevailing wage*. And *all* expenses for any worker that they imported, health, dental, everything! That should be a provision that those workers not cost the U.S. Taxpayers *one red penny.* Also, it should be for a period of two years and they do not bring family with them. And, under no circumstances could they even be *considered* for U.S. Citizenship. Marry an American woman? Fine but you go back to your own country in two years, period. Your "American wife" can go back to China with you. And since they'd be here to work they should have minimal contact with American Citizens and be under company supervision at all times and stay in company compounds when not working. The big companies *probably* wouldn't want to participate in a "worker's program" like that because it would cost them a lot of money to do so and they'd have to be "responsable." I'm just sick to death of those fuckin pukes in suits GS 18's or whatever they are telling us they can't do their jobs!
