"VIENNA, Austria (AP) -- Iran, in a confidential letter posted Friday on an internal Web site of the U.N. nuclear monitor, said its fear of attack from the United States and Israel prompted its decision to withhold information from the agency.

In the letter, Iran said the U.N.'s International Atomic Energy Agency had repeatedly allowed confidential information crucial to the country's security to be leaked.

The IAEA, in response, urged Iran to reconsider, saying the decision would be in defiance of the monitor's 35-nation board. Both the Iranian document and the confidential IAEA response were made available to The Associated Press.

The exchange reflected heightened tensions arising from Iran's refusal to heed the U.N. Security Council and freeze uranium enrichment and the council's decision last Saturday to increase sanctions in response."

Seems a rational stance to me. There is no doubt that the Bush administration is spoiling for a fight. I don't know why after the Iraq debacle and the administration shooting itself in the foot and giving all the advantage to Iran but there you go.

Because they've backed themselves into a corner:

1) Their power depends on the US economy and this, in turn, depends on controlling the Middle East oil market. Iranian nukes would spell the beginning of the end of control in this region and the end of their power at home.

2) The Iranians want nukes. They have learned the lesson from Iraq. If you don't have them, then you're not going to be allowed to do your own thing.

3) It seems folly to invade Iran (based on being overstretched and potent competitors looking for an opening), but faced with a loss of power they'll take this option in an attempt to prevent the Iranians developing nukes (unless they can convince the Iranians that nukes would be a bad move for them - as per the games we are witnessing).
