First, find out if the party has a dress code. That will limit your options.
I'd suggest that you wear something that suits your body, your coloring, and your preferred image. Many people do wear black. Wearing an accent color will make your black dress more interesting than the eight zillion other black dresses there; wearing non-black clothing will draw attention to you (often perfectly good attention, but you may not want attention). As a submissive/bottom woman, you could project a number of different images: demure is one option, slutty is another. Generally, people show more of their bodies than ordinarily (not necessarily more skin, but more fitted clothing if not revealing skin), so you should probably figure out what features of your body you would like to call attention to. If you already have a strong sense of your personal style, then know that BDSM doesn't require much in the way of modification--you will be able to grasp what your local communities wear, generally, and how your personal idiom fits into that.
I wear a lot of knee-length and above-the-knee dresses, and leather skirts. Rarely black, because it's not my best color, and I'm okay with looking like a traffic beacon on a dark night. I pay close attention to my shoes, too, but I think that's more applicable to dominants and tops than to submissives and bottoms.
Turning from general principles to specific play-party advice: Assuming your closet is categorized somewhat like mine, "date clothes" are probably good, work clothes, weekend leisure clothes, probably not so good, but you might want to draw items from those categories. A fitted cocktail dress and coordinating high heels will likely not be out of place. A slinky top and above-the-knee skirt might work, too. Dresses and skirts seem common among women at play parties, but they are hardly required. I've worn a pair of suede pants more than once, to casual parties I routinely wear the new skinny jeans, and I've seen one stunning, very fit woman wear a pair of what were effectively leggings made from black shiny PVC.
It's great that you're taking care to choose something that makes you feel attractive and that suits the occasion, but don't agonize over it. Have fun!
