As President I would go there and force our military to take steps to meet with the leaders of the various factions there. I would advocate splitting up the contry, but not by a wall. A true dissolution of Iraq.
I could alsmost sell this to the powers that be if I attack it in a certain way, pointing out to them the this is a prime example of divide and conquer.
Some factions want no music, Women in chastity belts in harems and such. I could care less. See we did not develop their mentality for this stuff, and therefore are not responsible for it. I am against FGM, female circumcision that is, and most of us are. That we like to think is the reason they do not do it here.
We did not raise them, we are not responsible for their actions. I would urge them to curb human rights violations, but it simply is none of our business.
However since we put our foot in it we should undo the damage best we can. Would you want your leader to do immoral things ?
So I sit down with the leaders of the different factions in Iraq, and Iraq will indeed be wiped off the face of the Earth, but not by a bomb, by the stroke of a pen.
I think I could be convincing enough. "Look, you people cannot get along, all we need is for you to have autonamy, and for real this time. We must hammer out who gets what territory, and oil profits will be on a sharing program. With any luck you shouldn't even have to tax your people. We have to hammer this out because the US is now going to do what it said it is going to do, bring peace.
We put Saddam in, and now have taken him out. We are sorry. Things have changed. You, each of you will set up independent governments. I don't care if you want Shahs or Iatollahs, I just don't care. You got your country, your territory, and there is no Iraq. We can talk to Iran and see if they want to give up a few acres, but I wouldn't hold my breath.
Speaking of Shahs, I would like to smack Carter in his peanut brain head for that. Things had almost settled down, but because they were instrumental (read that again) in getting him elected, Jimmy fucked up.
We know that now, we are ready to make some reparations. We are going to stop killing you, and we urge you to stop killing each other. you have played into their hand. The time to stop is now. We CAN live in peace on this planet. All we have to do is try, instead of trying to take it over. Whaddya say ?"
You may say these people are radicals, but I would be ten times more radical if my country was occupied. They had nothing to do with 9/11, they had to do with switching to Euros. The people paid, just like we pay, we just got one hell of a credit card.
It is time to stop.

PS, do not expect them to just forgive us for killing their kids and shit for 50 years, not going to happen. But at least if we stop, they might. If we keep it up, they never will. And let me scare you now, there are more of them than there are of us.
