What an odd report for the State Dept to give, demonstrating the failure of US policy to curb such killings, and ignoring that many of the deaths in Iraq in particular are not terrorist related but the result of criminal activity running rampant and the stirrings of internecine strife. Mind you, I guess it justifies the threat and so more resources? E
