I'd imagine a flogger would hurt a lot more on a skinny person then it would on someone with more padding...And thrice-fold for paddles.
Pain is a relative thing. Different people perceive pain in different ways but it is down to a common thing: nerve recipients in the epidermal area. An interesting thing is a study by Liem et al. suggesting that redheads are more susceptible to thermal pain. It makes no difference in SM play if you are thin or fat. The only difference is in how you actually perceive the actual pain.
Theoretically speaking a fat person could withstand a stronger impact than a thin one because of all the fat tissue. That kind of impact could be inflicted with a baseball bat, quite inappropriate for an SM scene in my opinion.
