Thanks a lot for the information.  I wasn't aware of all of the reply posts.  I had this set up to email me when it got posts, but I guess it only does it when the reply link is pressed on my post.  Sorry about that, thought the thread had died.

Elegant, I didn't mean that Master Archer's turks head knot would come undone.  I think my turks head knots would come undone.  At least I wouldn't have confidence in them without quite a bit of practice.  I've done a couple braids from the Encloypedia of Rawhide and Leather Braiding by Bruce Grant which turned out great for a first try.  I'm sure with practice I could make a nice turks head or similar knot.  Since I don't see myself making a lot of floggers, I've avoided putting the time and effort into the practice of making a nice turks head knot.  Plus, I have trouble getting the laces even sized using that round black razor blace handheld lace cutter.  I'm sure that takes practice as well.  If the falls were wrapped around the handle, then I'm thinking the turks head knot helps secure the leather to the handle.

I looked into using aluminum tube for the handle.  I'm sure that is similar to the EMT tubing bigskycountry mentioned.  However, I didn't see a whole lot of difference between the ID of the aluminum tube and PVC.  I'd be lucky to get one extra wrap, but that's dependent on the weight of the leather and if any skiving is done to thin the fall's skirt..  But if I did a wrap on the outside of all the extra falls I want, the thiness of the metal would keep any gap between the inside falls and the outside falls to a minimum.  I'll have to go to Lowes, get my hand sweaty and see if that EMT pipe makes my hand stinky.

However all this talk about toxicity of the materials had me thinking of the fiberglass/carbon fiber handle.  This guy at sollercomposites.com has a tutorial on making shafts.  For more info, here's a page that describes how to a complete carbon fiber kayak paddle. .. and paddle blades... and here for a cabon fiber boat mast... a bike frame...  So it seems that a handle could be crafted from this stuff and using the sleeves fromsollercomposites.com , it could make a nice handle.

If you're stuck on the idea of using a pipe then the plug idea might be the route to go.
Same OD as the pipe and then turn or carve down the wood until one end of the piece is the same OD as the ID of the pipe. Make it a snug fit. Cross drill the pipe with the plug inside insert a cross pin brad it over and then you can tack the falls to the wood.

Possible weight fillers I have considered: Sand (Grain size can be used to get more or less weight  to volume), Shot with a resin to bind together, Steel shot if you're opposed to lead, Steel rods with glue to keep the rattle from happening.

Hey I just use a bicycle grip and some split rings. I thread the paracord bootlace, rawhide lacing, leather scrap strips, or bicycle tubing strips through a the largest split ring that will fit in the bicycle tubing, tie some twine around the falls material as close to the split ring as possible. Then i take a wire hanger and insert it into the end of the grip, hook the split ring and draw the falls into the handle. I pull a little extra hard to expose the split ring inside the grip through the small hole on the end of the grip, slip a large split ring through it and I'm done. Sometimes I'll fill the rest of the grip with some Steel bb's and Barge's for balance but I don't find I need it too often. I use bb's because they are cheap and around, and I use Barge's because I'm a bootblack and it's always nearby, plus it adheres to the rubber bike grips well and flexes when cured.

Just thought of it now too... but I bet BMX bicycle pegs usually made from Aluminum (I think) would be pretty cool too.

But bike grips are cheap. 2 for like $5. I can make a matching set of floggers for like $30 that way.

Now you've gotten me wondering what's inside my favourite flogger. It's a very thuddy beast, with a nice shiny metal grip that curves and has a weighted bulb at the end. Unfortunately one of my friends has the loan of it for now so I can't take a look at it to try to see how they joined falls to grip, but I will see what I can find out once I get it back.
