Yes- it's the difference between usage and intimacy.  I've known many women who were ok with hugs- but not kisses.  OK with breasts- but not pussy.  OK with pussy- but only going down on me. 

Same with men.

For a lot of people, they cannot separate the act from the emotion of closeness.  So if you don't want the one, then you can't also do the other.

Oddly enough, I think I'd have a harder time going down on a man than kissing him.

Good question. I've intimately known men and women who won't kiss a given gender (either same-sex or opposite-sex--whatever isn't their generally preferred gender) but who will do genital play with that gender, and I've intimately known men and women who will kiss and cuddle the unpreferred gender but who won't do genital touching. As I think about my past experiences, I'm not coming up with a clear sense that preferring the bottom half is more widespread than preferring the top half, though.
