" WASHINGTON - The system for delivering badly needed gear to Marines in Iraq has failed to meet many urgent requests for equipment from troops in the field, according to an internal document obtained by The Associated Press.

Of more than 100 requests from deployed Marine units between February 2006 and February 2007, less than 10 percent have been fulfilled, the document says. It blamed the bureaucracy and a "risk-averse" approach by acquisition officials.

Among the items held up were a mine resistant vehicle and a hand-held laser system.

"Process worship cripples operating forces," according to the document. "Civilian middle management lacks technical and operational currency."

The 32-page document — labeled "For Official Use Only" — was prepared by the staff of the 1st Marine Expeditionary Force after they returned from Iraq in February.

The document was to be presented in March to senior officials in the Pentagon's defense research and engineering office. The presentation was canceled by Marine Corps leaders because its contents were deemed too contentious, according to a defense official familiar with the document. The official spoke on condition of anonymity because he was not authorized to discuss it publicly.

The document's claims run counter to the public description of a process intended to cut through the layers of red tape that frequently slow the military's procurement process.

The Marine Corps had no immediate comment on the document. "

This is nothing new.

This has happened to Marine untits since Nov 10, 1775 when Samuel Nicholas founded them.

Want an example?

FDR after provoking the Japs into war had the Marine Corps storm Guadalcanal with a bolt action M1903 Springfield Rifles

When I was in, during the mid 1980's our gas masks were from the early 60's and that was some of our newer equipment..

My hubby is in Iraq and they can't even get deodorant ... let alone firing glasses, rifle pins and other important things ... this story is not news ... nor is it shocking ... I support my husband and other soldiers ... but not the goverment ... it's so unorganized it's ridiculous.  Normal people are always shocked to discover these things ... I think Hollywood glamorizes the military and the goverment and people think it's so structured and organized *rolls eyes*

       And instead of dealing with the problems (or at least trying to develop a less imperfect system), it gets swept under the rug so it won't lead to more partisan attacks.  Such bullshit.

     We sat down last weekend and watched a DVD of "Truman," starring Gary Sinise.  One scene, while Harry was still in the Senate, showed a general telling him that his committee investigations of fraud and crap material being sold to the government was worth ten divisions.  Maybe if so many weren't obsessed with turning everything that doesn't work into an attack on the administration, shit like this could get fixed.

     (Please don't take this as an attack on the OP, or to any of the posters above, I'm just venting on partisanship and its negative impact in general.)

Except, this has happened in every war the US has ever fought regardless of the administration. As well as every war England has ever fought as well as the wars fought by France, Germany, Austria, Spain, Russia, The Ottoman Empire, The Papal States, Rome, Athens, Sparta, Persia, Assyria, Babylon, Israel, Egypt .......................
