Why do you believe it will go up? If you think it is because of ease of access being better, that is naive. I live in a middle class neighborhood, 35 miles outside Atlanta, and I can either go across the street or down two houses to get weed. Since weed is illegal, the people that ultimately distribute it will deal in other illegal drugs, so it just takes some chit chat and cash. The current users may use more, and in the beginning there may be some increase, but overall it should go down. By decriminalizing drug use, you save a huge amount of money spent in the courts and jails. That money could directly go to drug treatment and education. Treatment and education by far, have a larger impact on reducing drug use than punitive measures. The price of drugs would decrease, thus the drug user would have to conduct less criminal activity to get the drugs they want (less burglary, armed robbery, whatever). Just as when prohibition was lifted, there will be an increase of driving while under the effects, but the statues for DUI should still be imposed, and with more money in education and treatment, the long term amount of drug users will decline. There are many ways to handle the decriminalization, some of the phase approaches I have read seem to be best, where the drugs with the least addictive and harmful qualities are decriminalized first. Then the decline in cost to prosecute and jail is funneled into treatement and education. Once the treatment and education programs are in effect for a certain period of time, the next phase of drugs is decriminalized. As each phase is implemented, a study should be done and advisory panel created to tweak the programs as needed. There are pro's and con's to the decriminalization, but the long term pro's seem to outweigh the short term con's. Orion quote:
