Yes, it certainly can be. Owenership, like submissions, is something that can have many purposes and many goals.
For the moment, let's pretend the OP was complete and unbiased, giving us all the relevant information and all the reasons. let's sa that the sole reason this owner has decided to release this submissive is because her health problems render her no longer useful in his service.
That doesn't make him evil, a scumbag or a monster.
It seems to me that this guy int he OP was in fact going out of his way to be pretty damn supportive. He is allowing her to continue to live in his house, he is thus also by implication supporting her while she does it. HE didn't throw her out - he simply removed her froma position she apparently could no longer adequately fulfill.
And all THAT is assuming that this is the real situation... and not a one sided account of things.
