Ok, genuine question regarding the OP.
All stats are meaningless without a baseline to compare them with, i'm sure you're aware of this.  So, in that light, does the office of the President usually poll at the same level of popularity as Congress? If usually the President is four times as popular as Congress then the OP's stat shows a decline, if usually they poll at the same level then it is a gain. If we don't know, then the stat is meaningless and supports no position.

I absolutely agree that voting is one the personal responsibilities.  I wish more people would talk, debate, defend and listen to other and make clear decisions as elections come around.  I wish all voters would engage in frank discussions as to what they want, why they want it and how it can be accomplished.  I would hope during those discussion people would from time to time say "I see your point" or "I never thought of that."  Maybe if we actually took the time to participate in the entire political process we might have good candidates to choose from and make informed decisions as to who we want in office and why we want them.  We might also hold them accountable to the goals we set during the election process.

However, I'm afraid that most will simply watch the process as though it were some bizarre new reality TV show -- standing in line to cheer or lambaste whoever is popular or unpopular at the moment simply because it's the popular course to take.

...i tend to agree. What can possibly be done about this state of affairs? It's been this way for to damn long. From my long range perspective it seems to me that the Kerry v Bush campaign was lost for Kerry because he simply came across as less personable than Bush. More awkward, less photogenic.
Is it time for Western Democracies to find another way of campaigning? To make elections about issues rather than personalities? How can this be done?

How can ANY congress get anything accomplished with a President that vetoes and uses signature statements at his whim and ignores the wishes of the people of America?
 
I agree with Murtha... he's demented.  This whole situation reminds me of Hitler in his last days fighting Russia.  "We will be VICTORIOUS"!!!  All that is left now is him bombing his own country as Hitler bombed Berlin " to keep the enemy from having it"
 
What is it going to take you die-hard republicans to wake UP!?

I beg to disagree, I actually though Kerry was rather handsome, and I liked the way he talked. The fact that he speaks French made him even more endearing in my eyes, he he... The man's definitely a patrician: I think that's what could have played in his disfavour. He made the majority of the electorate feel inferior and inadequate.

A sure sign that many people have serious self-esteem issues and that they vote with their arseholes, not their heads [8D].

Obviously, it wasn't a bonus point for Kerry that he spoke French. As a matter of fact, I heard he tried to hide it from the electorate, so he was fully aware that he knew too much !

It's hard to believe that a presidential candidate could have been berrated for knowing a foreign language. I find that... unfuckingbelievable.

But all's possible in the land of the free.
