I find this fairly dubious as well. NAFTA requires the DOT of the US government to let foreign truckers through the border. NAFTA insures that each and every trucker can cross the border. What happens after they cross the border is the jurisdiction of the state in question. It is not the Federal government who maintains state highways and byways. The Department of Motor Vehicles, whatever department maintains the roads, etc, in every state has a mandate to publish and maintain standards to protect the citizens of that state. As others have pointed out, every state truck inspection site will have a field day when the truckers pull in and get to sit there until the truck is made legal to drive on the highway. Besides which, I suspect there will be a licensing tag issues. Seems to me that foreign truckers have to keep and maintain tags for each state they drive through. Licensing, etc. Seems that this whole boondoggle is similar to the whole gay marraige thing. It is a hollow gesture that the current administration knows will never pass muster in order to create an issue for people to argue about at election time. Failing to inflame the public behind the non-issue du jour, the current discussion will probably center around topics like Katrina, Iraq, 9/11, Afghanistan, etc., which the administration would rather not have anybody look too closely at.
