Based upon what I know of the cities in question and your requirements, I would say The Twin Cities. Personally, I detest the very idea of living in a city, for the most part. However, I have visited a few on the list. Minneapolis/St Paul is reasonably priced, relatively clean, had a thriving cultural base, great high end shopping and restaurants, theatre, museums, etc. It is great for the outdoor enthusiast. Good public transportation. All in all, I think it is a pretty awsome place to visit. I just don't want to live in a city, especially a city that has a longer winter than my little farm does.
