Getting back to the original topic- or at least attempting to-
I agree with Lady E and GreyArcher-race is s a human construct with alarmingly little basis in genetics. "Blacks" have more genetic diversity than any other race, while "Asians" have less- "whites" fall in the middle. What this means in reality is that if a white guy sees two black guys walking down the street, the likelihood is that he may share more genes with either of them than they do with each other.
Culture on the other hand- is another matter-and I'll certainly agree with the idea that if you'd take a white kid, dye him black, dump him in the inner city, he's have the same chance of success as anybody else. Hence, the OPs comment that black men need to take responsibility for their actions is in error- this is a societal problem- affects everyone.
So we've got a destructive culture going on here- for reasons that have been enumerated already in nauseating detail. Although Butch- having been in a courthouse in Norwalk, CT- a town with a large "black" population, if you think the courts serve as an impartial arbiter of justice with no regards to race- I have a bridge in Brooklyn I want you to look at. Remember- it's very hard to solve a problem if you can't admit that it exists.
So what doesn't work? Large vertically integrated housing projects without ownership involved. Renters don't take care of property the same way that owners do, hence a cycle of destruction and the culture replicates. What does work? Dispersal- take a struggling family and put them where their neighbors are successful, and odds are they'll learn how to be successful. Why hasn't this been done on a wider scale? Because it's more expensive up front, although if you reduce the prison population, I suspect that it's cheaper in the long run. Shouldn't be done on the basis of "race", could be done on a cultural basis though- i.e. do you identify with black culture or white culture? But this is a societal solution, and requires everyones input rather than finger pointing. And anybody that makes the argument that my property values will do down if a black family moves in gets to go to jail for discrimination. I'm tired of pandering to racist twaddle dressed up in economics.
