You can use a balloon as an air lock for secondary fermentation and it does work well if you keep up with it. That said, there are very cheap air locks available today that you put on the carboy and totally forget about. My best wines are the ones that I baby through primary fermentation (e.g. 2 or 3 weeks) then rack and forget about. Once they go to secondary fermentation, you really don't want to mess with them. Just let them age.
