He could be charged in New York for the murders of those people; international extradition isn't too uncommon. Bin Lade's militia (Al Qaeda) on the other hand, easily falls under the 'foreign invader' definition in the constitution, and as such is exactly what the war powers outlined in Article I Section 8 were designed to address. Soldiers at war aren't and shouldn't be afforded speedy trials before they're shot in combat. Stephan
