Bind the men together face to face, nude or semi-nude, with ropes.  Standing and well-secured to prevent a fall is best.

Cuffs the hands of each man behind the other's back.  The fun of the game involves retrieval of the keys to the cuffs. 

Thread the keys to both pairs of handcuffs onto a long delicate chain around one man's neck.  Put both keys in his mouth and then tape it shut--putting the tape over the chain should anchor it to keep him from being able to accidentally swallow the keys or choke on them.  As the gagged man, he will have to rub his face against his blindfolded partner's face until the blindfolded one gets the idea that he needs to  peel the tape-gag off with his lips and teeth to retrieve those keys.

After his partner is ungagged, he can try to remove the blindfold.  Or the blindfolded man can toss the keys still threaded on their chain over his partner's shoulder with his teeth, in order to unlock his own cuffs and pick apart the ropes binding them at the waist.

He'll need some slack to untie and uncuff, so the men will have to press very close to get that slack. 

Once his own hands are free, he should be able to pass the keys around his own back to let his partner free his hands.

Should take a while.  Especially if you use sticky tape.
