Okay, I'm not LA, but I've been to a lot of public parties and have some experience in this area.

For some strange reason I've yet to fathom, sexual intercourse is pretty much taboo at a lot of functions, even private held parties. Go figure.

Usually the sexual intercourse, including oral, anal sex and hand-jobs bans are because effectively, in law, the club becomes a brothel if the sanction that kind of thing. (The USA and UK share similar laws on this kind of thing because they were generally drafted in the period of the C17 King-less 'Commonwealth' of Oliver Cromwell, etc. to shut down the South London vice trade - and taken across the Atlantic by the Pilgrim Fathers, etc.)

Similarly naked girls OK, naked men not OK. UK law said a man showing his willy was 'Indecent Exposure', but a naked woman was fine. Now any kind of public nakedness is illegal - so much for progress! But it does seem that some women; particularly Domme women and lesbians in my experience, (but that may be only anecdotal), don't like to see dangling or (particularly) erect cocks. But very few men or women will object to a naked woman under any circumstances.

Ditto the '21' bar, it is just the promoter trying to make sure he gives the authorities no grounds at all to revoke his license or raid the place; which given the plethora of levels of law-making in the USA particularly, County Statutes, State Laws, Federal Laws, licensing regulations, zooning laws ,,, and hysteria about 'protecting kids' is understandable.
