This has been going on since Regan. The USA is the biggest blackmarket arms dealer in the world. Since the fall of Soviet Russia American has been flooding the third world with cheap weapons. I some countries you can buy a brand new AK-47 for less than 5$ American.
In todays market they are the prime source for anything from high grade explosives, and advanced missle tech to cheap reliable bullets.
