I had a domme who adhered to the "eyes down" protocol, and I found it extremely annoying. Rather than promoting submissiveness, it made it harder to communicate, pissed me off, and promoted resentment. I think sub's and domme's eyes meeting enhances communication and intensifies the emotions.
