My Master has purchased some special padlocks that he will use as a chastity device. I will have the outer labia pierced and the padlocks inserted.

Just be careful the padlocks on me helped migrate the piercings...make sure they aren't too heavy

Neither Tollyboy not Neosteel needs a piercing. Both are designed for 24/7 long term wear, but being made of steel need to be made to measure, and also take a bit of 'breaking in' while wearer gets accustomed to it.
