Making films is typically an art. Making a particular film is often an instance of applying and progressing the art. One thing badly mislabelled about art by snobs is that it has to be some sort of high-minded affair. While it can go in that direction, it's simply a practiced bit, often trying to get closer to some objective. For building a bridge, it may just be a stronger bridge. For films, it may just be getting ticket sales; the film itself may be nothing but gay jokes buffered with the occasional fart joke and philliac reference. But it's still an application and advancement of the art.
