The POTUS has no power to make treaties or make long term commitments like this.Only the Senate can do that.
 
Guess what? Bush is claiming that the infamous "authorization to use force", automatically gives him the power to make these decisions and long term treaties.

Hillary Clinton has spear-headed the effort to stifle Bush`s efforts to have permanent bases there.
