I had to go to small claims court against a former landlord. I went in a bit early, to get a feel for the judge, what he liked, what pissed him off, etc. He came down VERY hard on any landlord that stepped even an inch outside of the law. And denying him access to a legally-rented property, and his belongings, is outside the law. In my case, the judge asked us to go into mediation, and when my landlord claimed ignorance of the law as an excuse for what she did, the mediator told her that if she was going to own rental property, it was her job to know the law, and basically that she didn't have a leg to stand on. Small claims court is cheap to file a claim. Cali
