The sheriff won't want to get involved. (unless he's an unusually nice and understanding guy) He won't get a b&e that sticks if it is his legally rented trailer. He may, however, have to pay for damages, if something gets broken doing this. The landlord hasn't a leg to stand on, and knows it. She/he is just waiting for time to run out of his lease. This is all a matter for civil court. If I were him, I would contact the owner, and tell him everything that is going on, and that if he does not have access to his trailer and his things by tomorrow at 10:00 a.m., then expect to see him in court. Tell him you have written records of dates and times the manager told you he/she would meet you but didn't, and that as far as you're concerned, you not only owe him his stuff, but a month's rent, since you were by all rights, evicted. This is an illegal eviction, and you can collect punitive and actual damages should you go to court and the judge sides with you.
