The Snow White Program definitely had some unexpected and socially significant ramifications. In the United States, Freedom of Information Act requests and research by the Church led not only to the discovery of false reports on Scientology, but uncovered illicit government activity such as the following:
* o In 1979, Scientologists learned about and exposed through the pages of Freedom the harmful nature of the drug BZ, a hallucinogen classified as up to 100 times as powerful as LSD. Formally known as quinuclidinyl benzilate, the United States Army had dubbed it BZ and tested it at Edgewood Arsenal in the 1960s, giving it to thousands of U.S. servicemen, many of whom reported serious adverse after-effects.
* o In the 1970s and 1980s, Freedom exposed tests conducted by U.S. government officials with other harmful substances. In 1979, Freedom wrote of "Operation Big City," five consecutive days of covert biological warfare experiments conducted in 1956 by the Central Intelligence Agency with the cooperation of U.S. Army personnel. In 1980, Freedom published an analysis of CIA records which revealed that the agency had sponsored biological warfare tests in the state of Florida in 1955. These tests were linked to an outbreak of whooping cough in that state which claimed the lives of 12 people, half of them children under the age of one.
* o Also in 1980, Freedom broke the story of how the CIA had spent more than $150,000 to continue a biological warfare project in defiance of a 1969 presidential order. The CIA spent money through 1972 for development and testing of biological warfare "harassment systems" and for the "large scale production of microorganisms," despite the order banning the stockpiling and production of such weapons.
These investigative reports, which benefited and protected the human rights of people outside the Church, were initiated by Scientologists working on the Snow White program.

By means of a phone call, FREEDOM legally obtained a sample of the deadly substance free of charge – enough to drug the entire United Nations General Assembly. FREEDOM turned its BZ sample over to the DEA and notified the drug firm how the substance had been obtained. The firm rapidly implemented stiffer controls.

II. THE SECRET PLAGUES.
Governments do experiment on their own citizens. In the Soviet Union the victims never talk, but in a supposed free society if they can remember they have been victimized they might even sue.
A secret CIA-Army team infected Americans with deadly germs from 1949 to 1969. Equipped with nasal filters and other protective gear, these cladestine agents of OPERATION BIG CITY targeted Hawaii, Alaska, New York, Florida, and California with biological weapons (BW). Using trick suitcases and a 1954 Mercury equipped with dual mufflers and extended tailpipes, the spooks cast their clouds of plague along four New York City turnpikes and through the commuter-choked Licoln and Holland tunnels.
Attacks on Florida and New York were followed by epidemics of encephalitis and whooping cough. Thirty years after a secret attack on San Francisco Bay launched from a Naval vessel in 1950, victims finally responded with angry lawsuits against the government. (1) Government agents also injected thousands of unsuspecting Americans with germs such as syphilis. (2)
Similar incidents occurred in Britian and the Soviet Union. The full grisly story can be told now that formerly secret BW documents have been released after nearly 30 years. Just the tip of the invisbile iceberg, the fact that innocent civilians have been victimized by their own governments drives home the threat posed by today's invisible technologies of war.
