Don't forget your local costume shop.  Not those fly by night jobs that drop in for a couple of months and go... look for the year around places.  You can get good metal cuffs for about $4-$5, riding crops for $5-6.  'Executioner' hoods for about $10 or less with laces up the back.  Many are now carrying fetish style shoes as well.  Look around!

Just do NOT buy the $5-$10 whips.  The leather is usually so dry they won't move.  Those are just for Indiana Jones or Catwoman dress ups.  Not usable AT ALL!

someone suggested bondage tape.

don't use bondage tape. it's a pain... if it gets wet it doesn't stick well. duct tape might stick to your hair a little, but it doesn't come apart as easily and you can get it cheaper.

go to the hardware store, go to Target. Learn to look at thing for uses in a D's way.You wouldnt believe how much a spatula, wooden spoon or ping pong paddle hurts, yow

Yep ... pet supplies, I can't walk past a stand of collars and leashes without trembling .. in a good way ;-)  Saw the cutest collar the other day it was hot pink and written on it was 'best bitch in show' !! lol!

If you are looking to work within a budget, you need to decide which direction you want to go.  You can save money by making your own pervertibles and/or use things like pet collars and sleep masks.  Or, you can buy very basic items at a fair price (perhaps over a period of time) that are made to be used for BDSM.
