In Holland, you had to use a coin ( I forget which one) to release the cart from the queue. if you wanted your coin back, you had to return the cart.  I think I've seen this in a very few places here.

Status: offline 		Greedy a lot of places are doing that now here in Sacramento too. The dollar stores have for the most part started it too. All though that still won't stop you from stealing a cart. Honestly 25 cents isn't much and I've sometimes even given my cart to someone else once I was done, rather than them paying 25C

Status: offline 		Our stores have started using carts in which the wheels lock up if you cross a line around the parking lot.  There are big signs everywhere warning you about the locking wheels.  Unfortunately, whatever mechanism drops the lock on the wheels is not exact.  I was parked at the edge of the lot one day, and was pushing the cart rather quickly, up to the side of my car.  I was about 4 feet or so from the painted line and suddenly the wheels locked up while I was still in motion.  I think my belly had a "walgreens" imprint on it for a week!

Our stores have carts with wonky wheels that mean if you’re a midget visiting a supermarket at some point you are going get your face squished between my cart and the frozen food section.

Status: offline 		in the city- the gate is not open enough to pass a cart thru. oftten if you use a car- you wont be able to load from cart to car easily.

i used to hate bringing the carts in when i worked at a store as a kid.  i recall they got upset if a cart was forgotten.

Status: offline 		My last house had a huge secluded garden with in one corner four other adjacent properties backing onto my land. One of these people had a habit of dumping their garden waste over the fence, plus a few other objects. I never caught them and due to were it was being tipped over it was almost impossible to prove who was doing it. When I sold up and moved I warned the new owner about the problem and thought that would be the end of it. 2 years later almost to the day I moved out, the new owner phoned me to tell me he'd discovered who was dumping and had dealt with it.
What I didn't know was the guy was a CCTV expert and after a load of basically festering compost was dumped over the fence he set up three covert cameras and caught the people in the act, 3am in the morning as well. So he stored all of the junk and waste they dumped over the fence and after a year dumped all 1.5 tonnes of it on his driveway, with a tonne of horse manure added for good measure, stuck a DVD with the CCTV footage through their frontdoor and made it very clear what the ramifications of doing it again would be. Yes the police were called, my chap had a finger wagged at him (tut tut lol) and the midnight dumper had an environmental clean up notice issued by the local authority to clear up his garden!
Bearing this in mind, can you hide the trolleys? If so, just accumulate a good months worth, then in the dump the whole lot in front of their house, phone the store, the police and the local paper and I bet your problem will soon be at an end!

I think this answer has the greatest chance of accomplishing all the things you really need to do, although it may require more work than you want to put into it.

You have two major issues here:

1. You don't want retaliation from the neighbors.
2. You don't want to get into trouble with the law.

If you've already contacted the store, and they are no help, I try something along the lines of documenting everyone's response.

First, find out your legal obligation for the disposal of any carts. What you want to do is make sure that you can't get charged with anything when/if you dispose of them. Get it in writing if at all possible. If not, write out your specific questions, make note of who you ask the question to, and record their full name, contact information, the date and time you made the request, along with exactly what their response was. Ask for their response in writing if possible.

Generally, abandoned property can be disposed of as a nuisance, or as litter. The store may even have a legal responsibility to take "due care" that their property doesn't cause litter, or a safety issue.

Tell the store again about the problem, and fully document your actions. Tell them if they take no action, you will start disposing of the carts in accordance with the local law, or you will file whatever (if any) claims for the cost to you to rid your property of the problem property (you time has a value, Charge them $200 per cart cleared.)

Make sure the local police understand what you are doing, and that you are staying within you legal rights.

Then, dispose of the carts on a daily, or semi-daily basis, and invoice the store's regional or corporate headquarters for each cart you dispose of. Make sure that the carts are destroyed if at all possible.

I suspect you'll get some sort of action. Carts aren't cheap

I believe Cali suggested this as well, but you might also try reporting abandoned stolen property to your police.  If your local police do retrieve the stolen property, I would think after doing so several times they might decide to address the issue with the store and your neighbor.

Status: offline 		well having been through this matter myself years ago.an ex and i didn't drive,we walked or bussed everywhere.we walked to the store since it was close enough to do so.sometimes we had alot of things so we did use a cart.but,in that case so the store would not see it as theft(which it can be considered as such and people to get charged for it in most places) we spoke with the manager ahead of time.we had the agreement that we could take the cart too and from the store and our home(we also carried out refundable cans/bottles in it),and out of consideration for our neighbors we kept it where it wouldn't be and eyesore to others.in addition under agreement and arragement with the store we also made sure it stayed in good condition and were and did bring it back when we moved.

but i feel that if your neighbor did not make an arrangement with the store manager,yes it can be considered theft. being as it is letting them just sit around and the area kids playing in them,is a great risk,also if they were to get hurt playing with them on someone elses property,the property owner or renter can be in legal problems if injury occurs.

best suggestion i have for you,is if it is posing a safety threat and does seem like theft,report it.

here in Chicago, most stores have the instant lock on the carts if they go beyond a certain point away from the store. plus if security/police catches you with - you'll be slap with a fine and/or jail time.
