If you've already contacted the store, and they are no help, I try something along the lines of documenting everyone's response. First, find out your legal obligation for the disposal of any carts. What you want to do is make sure that you can't get charged with anything when/if you dispose of them. Get it in writing if at all possible. If not, write out your specific questions, make note of who you ask the question to, and record their full name, contact information, the date and time you made the request, along with exactly what their response was. Ask for their response in writing if possible. Generally, abandoned property can be disposed of as a nuisance, or as litter. The store may even have a legal responsibility to take "due care" that their property doesn't cause litter, or a safety issue. Tell the store again about the problem, and fully document your actions. Tell them if they take no action, you will start disposing of the carts in accordance with the local law, or you will file whatever (if any) claims for the cost to you to rid your property of the problem property (you time has a value, Charge them $200 per cart cleared.) Make sure the local police understand what you are doing, and that you are staying within you legal rights. Then, dispose of the carts on a daily, or semi-daily basis, and invoice the store's regional or corporate headquarters for each cart you dispose of.
