Most states laws are at least similar, I would not go with the no permission story. In Ohio that is a first degree misdemeanor and could get you six months in jail and a thousand dollar fine. Conversely, if there is any reason that you should not be driving, your friend could be charged with what is called wrongful entrustment. I just went through that shit last year, and paid all the fines and costs for somebody else because they were pretty much shielding me. I can't say much more because even though state laws are very similar, they are not exactly the same, and I don't know all that much about Florida law. But I know this much, lying is something you do when you actually did something wrong. Did you have an IDP ? Florida is used to those, but I am not sure how they look at foreign driver's licenses. They don't have much choice but to recognize an IDP, but anything else is up to them. But here's the thing, how much damage are you talking about ? Is there going to be a million dollar lawsuit or is this just a fender bender. Nobody was killed ? Whether you did something wrong or not, stick with the truth unless you are VERY VERY good. I have said that I will not lie to people, but the government, it's open season on them. Thing is I know what I am doing and I know what they can verify and what they can't. So don't lie unless you really really have to. T
